December 2008 – Present – Resumed control and CEO/President’s responsibilities of AvCert, LLC. (aka Aviation Certification International) in Dallas, TX. AvCert, LLC provides guidance for the marketing of Aerospace companies worldwide. Additionally, AvCert, LLC provides aviation Maintenance, Airworthiness, Certification and Regulatory consulting expertise and expert witness support in, Civil and Criminal aviation cases in both Federal and State courts.
AvCert, LLC also provides consulting guidance to aviation maintenance organizations worldwide.

October 2004 - December 2008- Co-Founder/COO and Vice President of Quality and Engineering for Aero Mechanical Industries Inc. (AMII) Rio Rancho, New Mexico

Chief Operations Officer and Vice President of Quality and Engineering for a FAA, EASA, and CAAC approved Repair Station certified in structural components and accessories

Full P&L responsibility for business unit producing combined annual revenues of $7 million

Full FAA and EPA Regulatory responsibilities for this business unit

Chief Inspector for FAA (US), EASA (European) and CAAC (Chinese) certified Repair Station

FAA Liaison to the Southwest Region Flight Standards Office in Albuquerque, NM and the FAA Regional Headquarters in Ft. Worth, TX

Led the integration of “Lean” events to improve Production and Quality while reducing cost for a shop of 93 employees

In addition to achieving the FAA, European Aviation Authority and the Chinese Aviation Authority certifications, I adopted and received AS 9110 (ISO 9000) certification. We were the
third Repair Station in the U.S. to receive this certification

Hired and mentored the current management team to a level of performance that allowed our four year old company to compete strategically with competitors whom have been in business 30
plus years

Established a program that mentors entry and middle level management and potential management candidates

AMII received the “Rio Rancho Business of the Year” two years in a row. This was an accomplishment that had only been achieved previously by Intel Corporation, located in Rio

August 1996 – October 2004 - Founder and President of Global Aviation Consulting, LLC and Aviation Certification International, LLC (AvCert) Dallas, TX and Santa Fe, NM

Provided aircraft sale/lease support and customer on-site representation for transport category aircraft maintenance and modifications

Provided expert witness support and testimony for civil and criminal aviation cases.

Provided regulatory and industry guidance in developing policies and procedures for both domestic and foreign 14 CFR Part 121, 129, 135 air operators and 14 CFR Part 145 air agencies.

Certificate Management regulatory responsibilities as assistant Principal Maintenance Inspector for 14 CFR Part 121 Air Carrier

14 CFR Part 21, 23, 25, 29, 65, 91,121,125, and 135 Certification projects and Regulatory airworthiness review and related regulatory audit functions. I also performed audits and ongoing
surveillance for aircraft, appliances and components certified under the CAR’s and maintained under the CAM’s.

Certificate Management regulatory responsibility as Principal Maintenance Inspector for FAA certified Domestic and Foreign 14 CFR Part 145 FAA Certified Repair Stations performing
scheduled maintenance for domestic air carriers

Regulatory oversight as JAA/JAR liaison for U.S. FAA certificated operators, Aircraft accident investigations, Extensive public relations with operators, the general public, and the media

October 1979 – September 1990 – Federal Express Corporation - Memphis, TN

Manager of a Quality Assurance department. Provided leadership and regulatory direction for auditors and responsibilities in the areas of aircraft maintenance, aircraft fueling, and aircraft
ramp operations worldwide. The mission of this group was to provide objective reviews and feedback to those work groups involved, helping to assure the corporations legal fitness and
employee safety worldwide. Extensive travel and work with foreign U.S. FAA certificated operators and facilities

Co-Author of the C.A.S.E. audit system adopted by most of the Air Carrier operators in the U.S. C.A.S.E. was designed to help Air Carriers meet certain FAA regulatory requirements

Managed two operations locations consisting of hourly, administrative and first line management employees. Responsible for regulatory compliance and an annual operating budget in the excess
of $3.5 million

Negotiated and monitored contracts to perform on-call maintenance for a fleet of over sixty aircraft operating both domestic and international flight schedules

Performed flight line maintenance from 1979 thru 1982 on an aircraft fleet consisting of Falcon DA-20, Boeing B-737, B-727, B-747 and Douglas DC-10’s.

January 1978 – September 1979 – Falcon Jet Corporation - Adams Field, Little Rock, AR

Original Equipment Manufacturer (OEM) Senior Inspector. Responsible for manufacturing processes and the overall airworthiness certification of newly manufactured aircraft and major
modification projects. Managed the certification processes for original certification and Supplemental Type Certificate programs. Provided airworthiness support for customer owned
aircraft both domestic and international. Additionally, I was responsible for the delivery and new customer technical orientation for all series Falcon corporate jet aircraft produced at that time.
